That initial dev's reply to the issue was a real asshole response.  Even 
Lennart Poettering's reply was far more reasonable, and he's got a 
reputation for being a bit prickly.


I still don't understand how the /home came to be under the purview of 
tmpfiles in whichever distro this came up in (Debian?).


There was talk about building a "golden image" where / and /usr get 
created and /home is built upon installation.


In the end, they're updating the documentation with more explicit 
warnings; ensuring there's no auto-completion on the --purge option, and 
putting in a couple further checks so this won't happen again.
