George,

Here's a way to "import" a ssh private/public keys to the Secure Shell App
on Chromebook.

However, I don't see a way to actually generate the keys on an Chromebook
that is not in Dev mode. You can generate the keys on a different machine
(like a Pi) and then move them over to your Chromebook, and follow these
directions (after the PEM part, since ssh-keygen doesn't actually generate
a PEM file to import the keys.
